Complete the online form below to apply for Pensioner Rates Concessions. Let’s begin by checking some eligibility criteria.

NOTE: Your residential address recorded with the above departments must reflect the property address for which you are seeking the concession.

You must hold a current eligible Queensland Pensioner Concession Card or Veteran Gold Card to be entitled to the Council and State Government rate concessions.

A Health Care card, Seniors Card, Seniors Business Discount Card, or DVA White Card does not entitle the holder to receive a rate concession.

You must reside at the property to be entitled to the Council and State Government rate concessions. You must also be the registered owner or life tenant (either solely or jointly) of the property. The State Government Subsidy/Council Pensioner Concession is not applicable on vacant or leasehold land, or rental properties.

Provide a copy of a valid Will, or Supreme or Family Court Order showing that you have the right to reside at the property and are responsible for payment of rates for the property.

If the property is jointly owned and the other party is no longer responsible for the payment of rates and charges, a Statutory Declaration  may be required to verify your entitlement. A Rates Officer will be in contact with you to arrange for the documentation if applicable. Alternatively, you can contact our Rates team via email for further information.

Conditions

  1. For full eligibility conditions, please refer to Council’s Pensioner Concession Policy on our website.

  2. You must be the primary holder of a valid:

    1. Queensland Pensioner Concession Card (Issued by Centrelink or the Department of Veterans’ Affairs)

    2. Queensland Department of Veteran Affairs Repatriation Health Card for all conditions (Gold Card- with Q Prefix)

  3. Please note that a Health Care Card, Seniors Card, Seniors Business Discount Card, or DVA White Card, does not entitle the holder to receive a concession.

  4. The applicant must be the registered owner or life tenant (either solely or jointly) of the property within the boundaries of Cairns Regional Council which is his/her principal place of residence.  The State Government Subsidy/Council Pensioner Concession is not applicable on vacant or leasehold land, or rental properties.

  5. The residential address recorded with Centrelink must verify as the address for which pension subsidy/concession is being claimed.

  6. Upon proof of your eligibility the State Government Subsidy/Council Pensioner Concession will commence from the date the application is received by Council and will not be applied retrospectively.  If an application is received after 31 May or 30 November, the State Government Subsidy/Council Pensioner Concession will commence from the start of the next rating period, 1 July or 1 January.

  7. Any rate notice issued prior to the date the application is received, must be paid by the due date for payment (as indicated on such notice) to prevent interest charges being incurred.

  8. If applying under life tenancy, the applicant is required to provide a copy of a valid Will or Supreme or Family Court Order, showing they have the right to reside at the property and are responsible for the payment of rates for the property.

  9. If the property is jointly owned and the other party is no longer responsible for the payment of rates and charges (i.e.divorced/separated), a Statutory Declaration will be required to accompany this application form to ensure the correct percentage of concession is given.

  10. A new application form must be lodged with Council if you purchase another property, and it becomes your principal place of residence.
