Appeal a parking fine

NOTE: Only one review request is permitted per parking fine. Ensure your application includes all relevant details and supporting documentation to enable Council to make a fully-informed decision based on the complete circumstances of your case. Applications that are incomplete or missing required evidence may be automatically rejected, and you will not be able to submit another request for the same fine or provide additional evidence at a later stage. Note: a photo of the parking fine does not constitute acceptable supporting evidence.

To avoid delays, please refrain from submitting multiple requests for the same infringement.

As you have already paid the parking fine, Council considers the matter finalised. 

We are unable to proceed with a review or appeal of the notice.

As the due date for payment or appeal has passed, Council is generally unable to accept an appeal application.

However, if you experienced extenuating circumstances that prevented you from making payment or submitting an appeal by the due date, you may contact Council for consideration of a late appeal. 

Please email Council and include the following details:

  • Infringement notice number

  • Full name

  • Vehicle registration number

  • A detailed explanation of the grounds for appeal, and

  • Supporting documentation or evidence outlining the extenuating circumstances to substantiate your claim

Note: submission does not guarantee acceptance of a late appeal. If the matter has been referred to SPER, you must contact SPER directly to discuss the options available.

Note: ‘nominated driver’ means the registered vehicle owner has provided a Statutory Declaration confirming you were the driver at the time of the offence.

Council can only accept an appeal of a parking fine from the registered owner of the vehicle or the nominated driver at the time of the offence.

As you are not the registered owner or the nominated driver, you cannot appeal the fine. 

If the driver appealing the parking fine is not the registered owner of the vehicle, the registered owner must first submit a Statutory Declaration nominating that person as the driver at the time of the offence. Council can only consider an appeal from a non-registered owner when a Statutory Declaration has been provided by the registered vehicle owner confirming that the appellant was the driver at the time of the offence.

If no valid Statutory Declaration is provided, the appeal application may be automatically rejected.

Appeal a parking fine (continued)

A serious medical emergency refers to an unexpected and urgent health situation involving yourself or someone you were assisting, where immediate medical attention was required and it was not reasonably possible to comply with parking regulations.

This definition does not include:

  • Scheduled medical appointments or non-urgent visits.

  • Parking breaches committed while on regular duty as healthcare professionals / medical staff.

Required evidence

To support your claim, you will need to provide documentation confirming your involvement in a medical emergency at the time of the offence. Acceptable evidence includes:

  • A medical certificate

  • Hospital discharge paperwork

  • A letter from a treating medical practitioner on official letterhead

Council does not deem these reasons as valid grounds for appealing a parking fine. It is reasonable for a driver of a vehicle to familiarise themselves with an unfamiliar area prior to arrival and check for signage upon parking a vehicle.

This reason is not considered eligible for review under the criteria outlined under the 'Reasons why a request for a review will not be considered section' of the Appeal your parking fine webpage.

You are not eligible to apply for a review.

Council does not generally accept attendance at a pre-scheduled medical appointment - even if delayed - as valid grounds for appealing a parking fine. Delays at medical facilities are common. Divers are expected to allow sufficient time when parking.

You are not eligible to apply for a review.

If you believe there were exceptional circumstances that justify a review of your parking fine, you will need to provide the following required evidence:

  • A detailed explanation of the circumstances, and

  • Supporting documentation or evidence to substantiate your claim

Grounds for review must not fall under any of the reasons listed in the Reasons why a request for a review will not be considered section of the Appeal your parking fine webpage. Requests citing these reasons may be automatically rejected.

Council may consider withdrawing the parking fine if all of the following conditions are met:

  • The vehicle was removed from the location at the earliest possible opportunity.

  • The driver made reasonable efforts to position the vehicle in a safe location.

Required evidence:

To support your claim, you will need to provide documentation confirming the mechanical breakdown at the time of the offence.  Documentation must clearly indicate the date and nature of the breakdown. Acceptable evidence includes:

  • Tow truck receipt

  • Authorised roadside assistance receipt

  • Mechanical repair invoice

  • Receipt for parts purchased if you repaired the issue yourself

Council systems will only flag a fault once it has been officially reported. Reporting the fault is essential if you wish to have a parking fine waived. 

Council may consider withdrawing the parking fine if all of the following conditions are met:

  • You reported the faulty or damaged parking meter machine; and

  • You attempted to use the next available parking meter machine or an alternative method of payment for parking (e.g. EasyPark)

Required evidence:

To support your claim, you will need to provide documentation confirming that issues were experienced with the parking meter machine at the time of the offence. Acceptable evidence includes a written statement detailing:

  • Attempts to use other parking meters in the vicinity.

  • Attempts to pay using alternative methods (e.g. coins, card, EasyPark app).

  • Confirmation that the fault was reported to the parking meter fault line (this phone number is clearly displayed on the parking meter).

  • If available, include a time and date stamped video of the incorrectly working machine.

To support your claim, you will need to provide a copy of your valid Pay and Display parking ticket to confirm that payment had been made for parking at the time the fine was issued.

The copy of your valid parking ticket must clearly show the date, time and location of the payment to assist with verification.

Note: a bank statement is not sufficient evidence. If a parking ticket was purchased but not displayed as required, the parking fine may be eligible for review for a first offence only. Applications will be rejected if the parking ticket was purchased but not displayed on more than one occasion.

If a vehicle registration was entered incorrectly during payment, the parking fine may be eligible for review for a first offence only. In such cases, please select the reason option ‘Other’ on this form to proceed with your application. You must clearly outline the extenuating circumstances and provide the required supporting documentation below:

Required Evidence:

  • Pay by Plate receipt (can be obtained via myparkingticket.com.au),or

  • EasyPark payment receipt, or

  • A copy of your bank statement showing payment for parking on the date and time the parking fine was issued.

If no evidence is provided, the application may be automatically rejected.

However, as Council generally does not consider payment errors as a valid reason for appeal as outlined under the criteria in the ‘Reasons why a request for a review will not be considered’ section of the Appeal Your Parking Fine webpage. Applications will be rejected if registration errors occur on more than one occasion. .

To support your claim, you will need to provide documentation to confirm payment was made for parking at the time the parking fine was issued, and that the vehicle registration was entered correctly. 

Required evidence:

  • Pay by Plate receipt (can be obtained via myparkingticket.com.au), or

  • EasyPark payment receipt

  • A copy of your bank statement showing payment for parking on the date and time the parking fine was issued.

All documentation must clearly state the payment’s date, time, location and the vehicle registration number to enable verification against Council records.

You are not eligible to apply for a review.

If you held a valid Commercial Vehicle Loading Zone parking permit, you may be eligible to have your fine withdrawn. 

To support your claim, you will need to provide a copy of your valid Commercial Vehicle Loading Zone Permit.

Your documentation must clearly show the permit type, vehicle registration and validity period covering the date and time of the parking fine.

If the permit was valid but not displayed correctly, the parking fine can be withdrawn for first offence only.

To support your claim, you will need to upload photo evidence of your vehicle.

Commercial Vehicle Loading Zones are designated for goods-carrying vehicles such as utility vehicles, panel vans, or similar types that do not have passenger-carrying potential (i.e. rear seats with seatbelts). Registration as a commercial vehicle with the Department of Transport and Main Roads does not automatically grant access to these zones.

You are not eligible to apply for a review.

If you held a valid parking permit for the location at the time of the offence but it was not displayed correctly, you may be eligible to have your fine withdrawn.

Required Evidence:

To support your claim, you will need to provide a copy of your valid permit to support your claim. Your documentation must clearly show the permit type, vehicle registration and the validity period covering the date and time of the parking fine. Acceptable permits include (depending on the nature of the offence):

  • Commercial Vehicle Loading Zone Permit

  • Residential Parking Permit

  • Business Parking Permit

  • Disability Parking Permit

  • Reserved Bay Permit

If a valid permit was not displayed, the parking fine may be eligible for review for a first offence only. Applications will be rejected if a valid permit was not displayed on more than one occasion.


To support your claim, you will need to provide a clear explanation of the incorrect information recorded on the parking fine.

Required evidence:

You must submit supporting documentation to verify the error.  Your evidence must be clear, dated and directly support your claim. Acceptable evidence may include (depending on the nature of the discrepancy):

  • Photo of your vehicle showing the correct registration or location

  • Copy of your vehicle registration certificate showing the correct vehicle details

  • Any other relevant documentation that clearly demonstrates the discrepancy

Council officers inspect and document parking signage in the area prior to issuing a parking fine. Therefore, your evidence must clearly demonstrate that the signage was not visible or legible at the time of the offence.

To support your claim, please provide photographic evidence clearly showing:

  • The surrounding area where the vehicle was parked

  • The specific parking sign that is missing, damaged or faded

Required Evidence

To support your claim, you will need to provide verifiable evidence. Incomplete or unverifiable claims may not be accepted for review. Acceptable evidence includes:

  • Copy of the official Police report detailing the incident, including:

    • Date and time of the incident

    • Vehicle registration details

To support your claim, you must provide a Statutory Declaration nominating the individual who had control of the vehicle at the time the parking fine was issued.  The declaration must be signed and witnessed by a Justice of the Peace (JP) or Commissioner for Declarations, in accordance with legal requirements.

Your Statutory Declaration must include:

  • Full name and contact details of the alternate driver (including current postal address)

  • Date and time the vehicle was in their possession

  • Confirmation that the vehicle was loaned or hired with your permission
